The Provincial Director’s (Mechanical) Office, organized under the Deputy Chief Secretary (Engineering Services) of the Uva Provincial Council, is located at Kahagolla, Diyathalawa in the Badulla District. This establishment has played a significant role in supporting the vehicles and construction divisions, contributing to the development of the area, the province, and the country.

Historical Development

The origins of this establishment trace back to 1972 when it began as the “District Mechanical Workshop” under the Department of Machinery, in line with the policy of the Republic of Sri Lanka. In 1978, it was renamed the District Mechanical Workshop under the Department of Highways. By 1984, it operated under the Road Development Authority with the same name. Effective January 1, 1990, it became the District Mechanical Engineering Workshop under the Uva Provincial Council. Since 2002, it has been known as the Provincial Director’s (Mechanical) Office, continuing to serve Sri Lanka with dedication and excellence.

Comprehensive ERP Implementation

Cyclomax International implemented a total IT solution for the Provincial Director’s (Mechanical) Office, covering all critical functions similarly to our project for the Construction and Machinery Authority of the North Western Provincial Council:

Human Resource Management (HRM): Streamlined HR processes, including employee information management, payroll, and performance tracking.

Vehicle Repair Workshop Management: Comprehensive management system for vehicle repair workshops, including job registration, estimate processing, purchase order (PO) management, goods received note (GRN) handling, and final invoicing. This ensures timely maintenance, accurate tracking, and optimal utilization of machinery and vehicles.

Vehicle Hiring Module: A dedicated module for hiring construction-related vehicles, such as JCBs and backhoes, with options for hiring with or without drivers. This module manages the full hiring process, ensuring efficient resource allocation and utilization.

Objectives and Powers of the Office

The Provincial Director’s (Mechanical) Office is empowered to:

Accept and utilize lands, buildings, vehicles, equipment, and other movable properties transferred by the government.

Undertake repairs, maintenance, and servicing of machinery and equipment for both public and private sectors.

Hire out machinery to government departments, corporations, private companies, or individuals at approved rates.

Promote industrial development through innovative use of parts and waste materials, conducting experiments, investigations, and research to enhance technological procedures and systems.

Complete civil engineering contracts within the Uva Provincial Council, utilizing owned or hired machinery.
